On the morning of 28 July 2008, a ground-breaking ceremony for Sinovel's Yancheng Manufacturing Base was launched in the hi-tech industrial park in Yandu County. Distinguished guests who were present at the ceremony included Liu Zhengqi, Deputy General Manager of Sinovel Wind Co., Ltd., Zhao Peng, Secretary of the CPC Committee of Yancheng City, Director of the Standing Committee of Yancheng Municipal People's Congress, and Li Chuntao, Secretary of the CPC Committee of Yandu District, etc. Li Qiang, the Deputy Secretary of the CPC Committee and Mayor of Yancheng City, specially sent a congratulatory message.

Liu Zhengqi, Deputy General Manager of Sinovel Wind Co., Ltd. gave the opening address. He pointed out that Sinovel's Yancheng wind power manufacturing base project took slightly more than a month from signing the agreement to the commencement of the construction, which owed to great support from the party and government leaders and relevant departments from the Jiangsu Province, Yancheng City and Yandu District. Sinovel will provide great support to China's wind power industry.

Zhao Peng, Li Qiang and Li Chuntao offered their warm congratulations on the commencement of the project construction. They also promised that the relevant departments in the city would will continue to show concern and support to the construction, development and expansion of the Sinovel project and push for the early completion.

Later, the city and district leaders and all guests jointly laid the foundations of the Sinovel's Yancheng Industrial Base.
